Is Indian Security Market still at a very nascent stage?

India as a country has an outburst of population over a period of time and is steadily growing in numbers. Due to increase in numbers and imbalanced political policies, threat and poverty rules the nukes and corners of India.  This lead to need for security based products to help prevent tragic or accidents. Even though the Indian security market takes a steady growth, Gartner believes that, the Indian market is still at a very nascent stage.  How would you justify with Gartner’s view? , your opinion is as same as him, or what is that you think.
